CTLS Restricted Type Certified

dear fellow CTFliers,

 

i would like to have idea about what is Restricted Type Certified?.

according to the officers, this place cant be use for flying school due to Restricted Type Certified.

 

im attach the certified EASA A537 i took from the website of FD.

 

please help to assisting me on this ok.
