Just fly low over open water, desert, or forest, etc. But be sure you can glide to a safe landing. The ability to glide to a safe landing is an excellent goal. But, interestingly, the FAR's in this case have little regard for the pilot's safety, nor that of his or her passengers: (a) Anywhere. An altitude allowing, if a power unit fails, an emergency landing without undue hazard to persons or property on the surface. (bolded mine) Seems to imply they don't care if you hurt yourself or your passengers, just don't put people or things on the ground at risk. Admittedly, most times when you crash, you end up on the surface, but I don't think that's what they were going for here.
