The motor controller listed above does work I can set timer to about 1.3 seconds using

the reverse momentary switch and it will move the flaps 15 degrees at a time when holding

down switch, you can change the time to anything you want. The only issue is that -6 it will

travel to far because its only 6 degrees not 15 as stated above. That is not a problem because

you can still bump the momemtary switch to move it just a little bit at a time so overall it works well

for 50 dollars. I was able to eliminate both the relays and just use the timer with no issues.
